Jiangsu carbon tetrachloride conversion project passed acceptance
A few days ago, the national compliance project aimed at converting carbon tetrachloride into methyl chloride, led by Jiangsu Meilan Group, successfully passed the project acceptance inspection organized by the State Environmental Protection Administration. This achievement marks a significant step forward in China's efforts to comply with international environmental standards and reduce ozone-depleting substances.
Carbon tetrachloride is a known ozone-depleting chemical, and with the gradual implementation of the CTC (carbon tetrachloride) phase-out plan in China, its use as a raw material for Freon production, as well as in chemical additives and cleaning agents, has been or is being phased out. As a result, finding new applications for large quantities of carbon tetrachloride has become an urgent task. The goal is to repurpose surplus carbon tetrachloride and ensure full compliance with global agreements on its phase-out.
To support this effort, the State Environmental Protection Administration allocated part of its funds as a pilot program. Beijing University of Chemical Technology conducted initial research on the conversion of carbon tetrachloride into methyl chloride. After evaluating several companies, the administration selected Jiangsu Meilan Group, which had successfully passed laboratory tests. In November 2004, the two parties signed a cooperation agreement, aiming to scale up the technology for industrial application.
Meilan Group quickly acted, halting one of its plants and building a dedicated conversion facility, anticipating a favorable market for methyl chloride. Drawing on the results from Beijing University of Chemical Technology, the company’s engineers developed and constructed the first industrial-scale carbon tetrachloride-to-methyl chloride conversion system in just six months, launching it in May 2005.
Recently, after a provincial technical review, an expert team composed of representatives from the World Bank and local government departments, under the supervision of the State Environmental Protection Administration, conducted the official project acceptance. Following a detailed evaluation—including reviewing reports, inspecting the site, asking questions, and engaging in discussions—the experts confirmed that the system was operating efficiently and met all contractual requirements. The technical data provided by the project team was complete, accurate, and reliable.
The project was recognized as filling a critical gap in China’s technological landscape, showcasing advanced capabilities and delivering substantial social and environmental benefits. The acceptance committee unanimously approved the project. At the same time, they encouraged Meilan Group to continue refining and optimizing the technology, promoting broader application of the innovation, and contributing more effectively to national environmental compliance and sustainability goals.
