The coating experts of the major shipbuilding enterprises in China held an emergency meeting in Shanghai, and discussed the new regulations for ship coatings that were finalized by the 82nd MSC in the past - "Performance Standards for Protective Coatings for Ships' Seawater Ballast Tanks and Bulk Carriers Countermeasures. On the basis of fully recognizing that the new regulations will have a major impact on domestic shipyards, many ship painting experts have reached a consensus: China's shipbuilding industry should be fully prepared to meet the challenges within the next two years before the new regulations come into force.

Ship coating expert Wang Guoping pointed out that the new coating regulation should be a systematic project. The painters in each enterprise should seriously study the new regulations, make accurate judgments on the possible impacts, and report to the business leaders in a timely manner. Under the overall coordination of the leadership, all departments of the joint enterprise solve key problems, so as not to be caught off guard.

The participating experts told reporters that the clause that had the greatest impact on the shipyard in the new regulations was the provision on surface treatment after closing. This provision forces the shipyard to improve the accuracy of the shipbuilding in a short period of time, ensuring that the area of ​​damage to the surface of the steel sheet after closing is not more than 2% of the total area. This almost brings challenges to all domestic shipyards. It is understood that Hudong Zhonghua Shipbuilding (Group) Co., Ltd. has already held an emergency meeting to determine the technical breakthrough. At the same time, the provisions of the new regulations that have a greater impact on coastal shipyards are provisions on salt. The Dalian Coastal Shipyards, such as Dalian Shipbuilding Heavy Industry Co., Ltd. and the Heavy Shipbuilding Co., Ltd., all sent paint leaders to attend the meeting to gain an in-depth understanding of the terms and conditions. It is reported that as the provisions of the new regulations have just been finalized, at present, most of the domestic shipyards have not taken measures to deal with the new regulations. Many Chinese small boat factories do not know enough or even know nothing about the new regulations. At the meeting, the provisions on the qualification of anti-corrosion coating inspectors caused a hot discussion. According to the new regulations, the coating inspection shall be completed by the same level and qualified inspection personnel recognized by the competent authority (class society) or the organization recognized by the competent authority with NACE level or FROSIO red level certificate. At present, there are very few people with NACE-level or FROSIO red-level certificates in China's shipyards. Therefore, relevant experts have called for the establishment of an authoritative training center for coating inspectors as soon as possible.

The relevant leaders of the National Defense Science and Technology Commission pointed out at the meeting that the shipyard should take a positive attitude toward the new coating regulations. Its high standards and strict requirements are the opportunities for shipyards to rapidly improve their shipbuilding technology and technological level. Only by continuously improving the shipbuilding level can China's shipyards truly expand and strengthen the shipbuilding industry.
