This move is aimed at maintaining the necessary staffing levels required for fire-insurance ratings and meeting contractual obligations. According to City Manager Scott Coren, the Highwood Fire Department needs at least four personnel on duty at all times to maintain its current Insurance Services Office (ISO) rating. This requirement is also outlined in the city's collective bargaining agreement with the local fire union, which is part of the International Association of Fire Fighters. Highwood currently has an automatic-aid agreement with nearby departments like Highland Park and Lake Forest, meaning they can assist each other in emergencies. The city also offers its support when needed. On April 8, the Highwood City Council voted 4-3 to direct staff to begin negotiations with Kurtz Paramedic Services or another provider to ensure minimum staffing levels. The department currently employs four full-time firefighters/paramedics, with a fifth in the probationary period. Part-time staff also help cover shifts. The council’s decision triggered a 30-day waiting period under the fire union contract, and an agreement could be finalized by mid-May. Importantly, there are no plans to lay off existing full-time, non-probationary employees if the city moves forward with a private contract. Kurtz Paramedic Services, which employs over 750 firefighters and paramedics, has contracts with 26 municipalities and fire protection districts across Illinois. Their clients include cities like Wheaton, Bensenville, and Tinley Park, as well as districts in South Chicago Heights and Frankfort. Tom Vana, CEO of Kurtz, told the council that their average employee has nearly 15 years of experience. If selected, the company would offer preferential hiring to current Highwood employees, unless those employees choose to work elsewhere. Fire Battalion Chief David Mohry voiced concerns during the council meeting, questioning how even a small number of private employees might affect the department’s dynamics and overall stability, especially regarding potential turnover.
