Coal Cohesion Invited to Meet with Chemical Industry The day before the meeting was held in Jinan, Shandong Province
From January 1st to now, the 2006 National Key Coal Production, Transportation, and Needs Convergence Conference was held in Jinan, Shandong Province. While the main focus of the meeting revolved around coal and electricity coordination, for the first time, two chemical companies—Shandong Lubei Enterprise Group Co., Ltd. and Shandong Haihua Group Co., Ltd.—were officially invited to participate. This marked a significant shift in the conference's approach, reflecting a growing emphasis on integrating chemical industries into the national energy strategy.
Zheng Baozheng, head of the conference organizing committee and deputy director of Jinan City’s Economic Commission, shared with reporters that the convergence prioritized circular economy and resource-saving enterprises. Key industries such as power, metallurgy, and fertilizer were given special attention, along with long-term supply-demand contracts. Additionally, contracts with stable pricing and balanced supply-demand relationships were also favored. In this context, the first batch of circular economy demonstration units from Shandong—Lubei and Haihua—were invited to represent the chemical sector at the coal linkage meeting.
Lu Hongxuan, vice president of Shandong Lubei Enterprise Group, mentioned that in May last year, the National Development and Reform Commission officially approved a 2×300,000 kW cogeneration project by Lubei, with a total investment of 2.75 billion yuan. This is currently the largest ecological power generation project in China. The approval process was remarkably fast, taking only three months from submission to final approval. Now, with the power plant in urgent need of raw coal, the government has placed it on the agenda, highlighting the importance of developing a circular economy and ecological projects.
At the current meeting, amid high-quality coal resources and limited railway transportation capacity, the government emphasized support for key sectors like power and fertilizers, as well as enterprises that focus on resource conservation, comprehensive utilization, and efficient recycling. Lu expressed his appreciation for this direction and hoped that the 150 tons of coal needed by the company this year would be secured through the meeting, ensuring smooth operations for the power plant.
Wang Yun, head of the supply department at Shandong Haihua Group, noted that although official representatives still couldn’t access planned coal quotas, the contracts signed during the meeting are yet to be implemented. As a large state-owned chemical company, Haihua is actively adjusting its interests with coal suppliers, aiming to achieve a win-win outcome in the ongoing reform of the coal ordering system.
