PVC paste resin new customs tariff number facilitates anti-dumping enforcement
The Customs Tariff Commission of the State Council adjusted some of the tariff lines. After adjustment, the royalties in 2008 increased from 7,646 in 2007 to 7,758. Among them, the tariff code for adding PVC paste resin is 39041010.
At present, nearly 40% of China's domestic PVC paste resin consumption is occupied by foreign products. Each year, 15 to 16 million tons of PVC paste resin raw materials are imported, and the import volume is approximately 1.6 to 170 million US dollars. However, due to the previous PVC paste resin sharing the tariff number “39041000†with ordinary PVC pure powder, there is no separate tax code number, which makes the relevant departments and industry organizations to monitor the statistics of China’s PVC paste resin import trade data and the trade behavior supervision in a blank state. It is not conducive to the normal development of the foreign trade of the paste resin industry in China.
On March 29, 2002, China began to conduct anti-dumping investigations on imported PVC. The customs code for the product involved was 3,904,1000, and the actual product involved was PVC pure powder. On September 29, 2003, China began to impose anti-dumping measures on import-related products, but due to the long-term sharing of a tariff code between PVC pure powder and paste resin, it led to the domestic relevant departments and industry organizations to import pure PVC powder in the price.
