The plan proposes that by the end of the “Twelfth Five-Year Plan”, the entire industry will form 350,000 sets of remanufacturing production capacity of various types of internal-combustion engines, 6-8 whole-machine remanufacturing enterprises with a scale of more than 30,000 units, and the entire scale of 30,000 units or less. There are more than 6 remanufacturing enterprises, more than 30 large-scale supporting enterprises for key components such as supercharger, generator, starter, oil pump, fuel pump, and water pump. Established a number of demonstration projects for the remanufacturing of internal combustion engines such as passenger cars, medium and heavy commercial vehicles, construction machinery, agricultural machinery, power generation equipment, ship power, petroleum machinery, and railway locomotives.

According to the plan, remanufacturing demonstrations will be carried out mainly in the medium- and heavy-duty commercial vehicle engines, passenger car engines and other areas in the demonstration project of the entire engine and key parts remanufacturing. In the key component remanufacturing demonstration project, demonstrations are mainly conducted in the fields of supercharger, generator, starter, oil pump, fuel pump, and water pump.

The internal combustion engine is the dominant driving force for transportation, construction machinery, agricultural machinery, and national defense equipment. China has become a major producer of internal combustion engines in the world. The industry expects that with the steady progress of the plan, related listed companies, such as Weichai Power, Yunnei Power, Weifu Hi-Tech, and One-Tour, will receive policy support.

The introduction of policies to promote the development of the industry With the promulgation of the “Recommissioning Plan for Internal Combustion Engines,” the internal combustion engine remanufacturing industry has been developed in scale and standardization, and the promotion of the internal combustion engine industry to form a cyclical production method and consumption model has been strongly promoted.

Accelerating the development of the internal combustion engine remanufacturing industry will effectively promote the further transformation of the production mode of the internal combustion engine industry in China, from a unidirectional linear production model of “mass production, mass consumption, and mass disposal” to a cyclical “resource-product-invalidation-remanufacturing” model. The transformation of industry model will help accelerate the advancement of industry technology and product upgrading, enhance the industry's sustainable development capacity, and guide the formation of a conservation-oriented, circular production mode and lifestyle.

Remanufacturing of internal combustion engines is a complex system project. China's remanufacturing started late, its development process was short, and its industrial base was weak. To this end, the "Plan" proposes that key areas should be highlighted, the industrialization scale of internal combustion engine remanufacturing should be formed as soon as possible, the technological innovation should be accelerated, and the remanufacturing technological capabilities and equipment levels should be vigorously promoted; reverse logistics should be developed to ensure the stable supply of remanufactured old parts; System, strengthen information supervision, regulate remanufacturing production behavior.

Good prospects for environmental protection products Since the fog and haze weather that has been hotly debated since the beginning of the year, the internal combustion engine has been the leading industry in solving this problem, and it has been at the forefront of energy conservation and emission reduction. Therefore, the State Council issued the "Opinions on Strengthening the Energy-saving and Emission Reduction of the Internal-combustion Engine Industry" and proposed that by 2015, China's energy-saving internal-combustion engine products will account for 60% of the entire society's internal combustion engine product. Compared with 2010, the fuel consumption rate of internal combustion engines has been reduced by 6% to 10%, achieving a fuel saving of 20 million tons, reducing carbon dioxide emissions by 62 million tons, and reducing nitrogen oxide emissions by 10%.

Various engine companies are also targeting opportunities to seize new markets and have launched more environmentally friendly products. In terms of the gasoline engine, the focus is on the application of supercharged direct injection technology, mastering core technologies such as combustion and control, and promoting the development of key components such as direct injection fuel systems and superchargers. In terms of diesel engines, the focus is on the promotion and application of electronically controlled high-pressure fuel injection systems, highly efficient pressurization and intercooling systems, and exhaust after-treatment systems to achieve the industrialization of diesel and energy-saving products.

While grasping the production of products, energy saving and consumption reduction in the production process are realized, and the green manufacturing of the internal combustion engine with low energy consumption, energy saving and material saving is achieved.
