CFD Personnel Reorganization – update 2

The Office of Emergency Management and Communications (OEMC), which oversees the 9-1-1 communications center, is set to implement a series of personnel changes that will take effect on January 1, 2012. These adjustments will impact both fire and police communications staff, with significant shifts in roles and positions. Among the key changes for the fire department are: - Four senior alarm board operators will be demoted to the role of dispatcher. - Two dispatchers will be reclassified as call takers. - At least five call takers will be laid off. Currently, each shift has a senior alarm board operator stationed at both the Englewood and Main operations centers. Starting January 1st, one individual will be responsible for handling both locations, raising concerns about staffing levels and response times. According to a post on the OEMC Facebook page, pink slips and demotion notices were handed out to 911 operators on Friday, December 16, 2011, signaling the beginning of these workforce reductions. CBS Chicago reported on statements from Shanita Carter, a supervisor within the OEMC, who expressed serious concerns about the potential consequences of cutting back on 911 staff. She warned that the city could face major service disruptions, especially in high-crime areas where delays are already an issue. "This means the city of Chicago is in real trouble because they won’t be getting the proper level of service," she said. "In neighborhoods where crime is high, there's already a delay in emergency response—and I live in one of them. This will only make things worse." Carter also highlighted the critical role of supervisors, who not only train call takers but also help maintain morale and ensure efficient operations. "They're overworked and burned out," she added. "We can't stretch them any thinner than we already have." Earlier in the week, 28 aldermen signed a letter expressing concern over the city’s budget cuts, particularly those affecting the OEMC. They argued that some of the proposed reductions go too far, potentially leading to the loss of many jobs, including those in the 911 center and libraries. The situation has sparked widespread worry about the future of public safety and essential city services.
